Die Algemene Sinodesitting 2013 van die NG Kerk het ‘n Gereedskapskis vir die Belydenis van Belhar goed gekeur.  Dit word in die vorm van ‘n CD met meer as 70 bronne daarop, sowel as twee Bybelstudieboekies aan elke NG Kerk gemeente gestuur.  Ons plaas graag al dié materiaal ook hier op die webtuiste.  Dit kan hiervandaan afgelaai en gebruik word.

Inleiding

Die Algemene Sinode het dit aan die Moderamen (ASM) opgedra om, as deel van die kerkordelike proses om die Belydenis van Belhar deel van die belydenisgrondslag te maak, ’n gereedskapskis saam te stel om die gesprek oor die Belydenis van Belhar geloofsonderskeidend te voer.

Ten einde sinodes, ringe, gemeentes en kerkrade met die proses te help is hierdie gereedskapskis (toolkit) saamgestel wat in die proses gebruik kan word.  Alle relevante dokumente word met hierdie CD tot beskikking van gemeentes gestel.  Die dokumente – en nog ’n hele paar ander – is ook op die webtuiste www.belydenisvanbelhar.co.za beskikbaar.  Die nuutste besluite van die Algemene Sinodesitting 20-13 is by www.as2013.co.za beskikbaar.

This article departs from the viewpoint that the Dordt reformed tradition regards confessions as documents of agreement in the forming of a denomination between congregations. It identifies four requirements for formulas to be confessions: it should be scriptural, it should formulate key issues of faith, it should not repeat what has already been said in existing confessions and it should enjoy a broader ecumenical approval. Confessions can only have authority on the issues they speak on if it is formulated according to the Bible. The author applies these findings to the South African born Confession of Belhar (1986) and concludes that it can not stand up to every requirement. Met dank aan Skrif en Kerk.

This article tells the story of the Confession of Belhar. It traces its origin and describes the events that lead up to the confession. In this regard reference is made to the important role played by students, various church leaders, church communities and church meetings. The way in which the apartheid policy in South Africa constituted a status confessionis for the churches is also described. Furthermore, the article chronicles the development of the concept-confession and the final acceptance of the Confession of Belhar in 1986. The story of the Confession of Belhar is also placed within the context of the broader challenge of church unity and unification. The last section outlines the current status of the Confession of Belhar within the family of Dutch Reformed Churches. Throughout the article there is an emphasis on the fact that Belhar challenges Christians and churches to live out that which they believe and confess. Barmen to Belhar – A contemporary confessing journey

The Barmen Declaration (1934) and the Confession of Belhar (1986) have played formative roles in the making and unmaking of ecclesial and political life in Germany and South Africa. Their continuing relevance as contemporary confessions has been seen in the many studies conducted on them internationally and in the fact that churches in other countries have decided to include them in their confessional heritage. This paper pays tribute to these two landmark confessions. I start with a narrative of the emergence of the idea that apartheid is a heresy. This is followed by a discussion of the relationship between Barmen and Belhar. Thereafter, I turn to the question of why the white Dutch Reformed Church cannot yet accept the Confession of Belhar. Historical overview of the Barmen Theological Declaration of 1934

This article places the Barmen Theological Declaration against the backdrop of nationalist socialist rule and the way it was supported by the so-called “faith movement” of the “German Christians”. Reference is also made to the resistance to it by the “Confessing Church.” The fact that the six theses of Barmen (as “Protestant truths”) follow the style of a reformatory confession is reiterated, but it is also argued that confessions always need to be tested in the light of Scripture, hence the need for the church of Jesus Christ, as church in the world, to go “with Barmen and beyond Barmen.” The article also refers to the interpretation history of the phrase “the one Word of God” in the famous first thesis of Barmen. In the last section four cursory remarks are made about the possible enduring implications of the Barmen Declaration. This article is a discussion of the relationship between the Barmen Theological Declaration and the Confession of Belhar. It is done from the vantage point of the 2001 statement by the Theological Commission of the Union of Evangelical Churches in Germany on the Confession of Belhar from the perspective of the Barmen Theological Declaration. In the first part of the article comments are made on points highlighted in the statement that pertain to the similarities and differences between the two documents, regarding their formal structures, their use of Scripture, and their rejections of objectionable theologies and ideologies. In the second half of the article the comparison is continued, but from the vantage point of each of the five theses of the Confession of Belhar. In this way issues are identified which in future need to be clarified in dialogue on the meaning and importance these documents for the church today. Can justice be embodied in sexist language? A challenge to the Confession of Belhar

This article poses the question why the Confession of Belhar was not written in inclusive language, since it was accepted at the 1986 synod of the Dutch Reformed Mission Church, which succeeded the 1982 synod where women were restored to the office of minister. It argues that the concept of justice is presented at an advanced level in the Confession of Belhar; however, it is regrettable that in this confession justice is embodied in sexist language. The article suggests certain changes in the language of the Confession of Belhar in order to include women. Furthermore, it explores possible ways in which a confession with healthy insights into justice, such as the Confession of Belhar, can enhance the political and social wellbeing of women by reflecting the interconnectedness of people in its use of inclusive language. Afinal section then considers the possible contemporary relevance of Barmen and Belhar by asking three questions concerning their potential impact and influence today, namely if their claims are still regarded as true, how they could be embodied, and whether they could contribute to a new language. The use of the Old Testament in the Confession of Belhar is investigated. The fact that there are only four explicit references to the Old Testament in the Confession occurring only in the fourth article on righteousness merits such an investigation. The Old Testament does have a contribution to make on the statements of unity and reconciliation as well. Although the Confession of Belhar does not contradict the teachings of the Old Testament, it is nevertheless a pity that theological insights from the Old Testament do not feature more prominently in die Confession. The result of this investigation shows that theological insights from the Old Testament could also have been used in the other articles of the Confession to strengthen its theological value. Reconciliation and the Confession of Belhar (1986). Some challenges for the Uniting Reformed Church in Southern Africa

With an appeal to the Confession of Belhar this paper argues that for reconciliation to be actualised in all walks of life, unity and justice are important. Reconciliation refers to a life of embrace of the other, and to the expiation of the stumbling-blocks to that embrace, namely sin. Justice both as juridical, forensic justice and compassionate, sacrificial justice, opens the door to a life of embrace. Unity as living in proximity, as a life of sympathy and solidarity across all types of boundaries that flows from interpathy and empathy, enhances a life of reconciliation in the so-called private and public spheres of life. Based on this analysis some suggestions are made to enhance reconciliation within and through the Uniting Reformed Church in Southern Africa (URCSA). On violence, the Belhar Confession and human dignity

In the quest for the restoration of human dignity, i.e. in the quest to build an ethos of social solidarity and social cohesion, embrace and participation, compassion and justice we drink from the wells of the Christian tradition. So close to the celebrations of the birth of John Calvin it might be appropriate to draw upon his notion of the threefold office of Christ to phrase this threefold quest for the restoration of human dignity in Christological perspective and thereby also to indicate the way along which this restoration might be operationalised. According to Calvin the royal office portrays Christ’s work as that of uniting the world with God, of making us one with God and each other. And in this union with God we enjoy all the blessings that He has in store for us. The priestly office tells about a Christ who sacrifices Himself for the sake of the world. In a world of various forms of brokenness and alienation He is the healer and the reconciler. The prophetic office tells about a Christ who proclaims God’s will for the world. In a world with a lot of knowledge (scientia), but a lack of wisdom (sapientia), Christ as prophet brings true knowledge, meaning and wisdom. The prophet proclaims the vision of a society of justice.10 The threefold office of Christ might enrich our theological contents of the three discourses on human dignity proposed in this essay. This paper attempts to delve into the impetus that was created by Modern Protestantism to reveal that the apartheid ordeal from which the South African community is struggling to recover from should be located within Modern Protestantism, yet it argues that it is impossible to completely chastise Modern Protestantism because of this. This essay argues for the importance of correctly defining, and then defending the concept of ‘church theology’ in dialogue with the thought of Dirk Smit. This is done by identifying and examining the ecclesiologies of the two trajectories that dominated the church’s opposition to apartheid in South Africa, namely Kairos and Belhar. The former, rooted in the notion of the church as Institution, came to expression in the Kairos Document which was highly critical of ‘church theology’. The latter, rooted in the Reformation understanding of the church, came to expression in the Belhar Confession which sought to clarify what it meant to be the church. Through the insights of Smit, a crucial theologian in the Belhar process, the essay argues that we need to find ways to draw these two divergent trajectories together and to recover the heart of what it means to do ‘church theology’ in our context today. The author starts by indicating why these churches in Southern Africa can be called a family of churches and why they have enough common belief in certain core issues of faith to form a new denomination. He finds that as far as differences with regard to the acceptance of the Confession of Belhar is concerned, the present agreement is not to force it the one or the other way. In proposals for structuring the denomination a trend is to follow the example of the famous Synod of Dordt in 1618-1619. On the 14th of April 1994 the eagerly awaited unification between the former Dutch Reformed Mission Church in South Africa (DRMC) and the Dutch Reformed Church in Africa (DRCA) was validated. This had as result the coming into being of the Uniting Reformed Church in Southern Africa (URCSA). The unity of this church is built on a new church order which attempts to express the liberating character of the Belhar Confession Belhar). This means that the church order of the URCSA can be seen as an embodiment of Belhar and as a liberating expression of the broader ecclesiology of the URCSA. Therefore this article will review the relation between Ecclesiology, church orders and confessions whillst specifically looking into the church order of the URCSA giving special attention to the relation between this church order and the Confession of Belhar. The missional value of Belhar and the DRC-family’s reunification talks The two questions are raised: a) Does Belhar in fact polarize members of the DRC-family? and b) Is Belhar in fact a stumbling block in the way of church unity? They are discussed to illuminate the contradictions embodied in these questions. It is then shown that the usage of the missional value of Belhar can point towards a direction out of the perceived dilemma in the current reunification talks in the family of DRC churches. The missional value of Belhar is explained with reference to the liberation-effect that Belhar has had on the DRC’s missional relevance during the eighties and thereafter. A missional valuation of Belhar as a possible alternative to the URCSA’s insistance on official acceptance of the confession by the DRC, forms the conclusion of the article. Kerkbegrip, Belydenis en Kerkorde in die Kerkherenigingproses van die NG Kerkfamilie in Suid-Afrika

Die Here wil dat Sy kerk op aarde één moet wees soos Hy Een is “sodat die wêreld kan glo” (Joh 1723) – ter wille van die geloofwaardigheid en die effektiwiteit van die Evangelieverkondiging en van sy getuienis. Hierdie eenheid is allereers ‘n geestelike geloofseenheid, maar is óók ‘n sigbare eenheid in die institusionalisering van Sy kerk wat met ander kerke in verband tree op grond van gemeenskaplike geloofsbelydenis en in die hooftrekke van kerkinrigting en – regering.

In die eerste hoofstuk is indringend aangedui dat daar in die besluite van die NG Kerkfamilie erkenning is van die Goddelike gawe van en opdrag tot sigbare kerkeenheid, asook dat die wil tot kerkeenheid by almal bestaan, maar dat daar struikelblokke is wat eers uit die weg geruim sal moet word. Ondersoek is ook gedoen na die kerkbegrip en Kerkordes van die lede van die NG Kerkfamilie en hulle toon grootliks ooreenkoms met dié van die NG Kerk volgens die Gereformeerde beginsels van die presbiteriaal-sinodale Kerkregeerstelsel, alhoewel daar telkens invloede van ander kerkregeerstelsels aangetoon kan word.

In hoofstuk twee is gewys op die gemeenskaplike, bo-historiese en universeelgeldende belydenis wat gelowiges oor tyd en ruimte in ‘n verband saambind. Kerkverband is daarom die verband van gemeentes van dieselfde belydenis en hoofsake van kerkinrigting en word gevorm om hulle in hul kerkwees te versterk, geestelik te verryk en van eensydigheid te bewaar. Die gevolgtrekking is ook gemaak dat Belhar nie aan die vereistes vir ‘n gereformeerde belydenis voldoen nie.

In hoofstuk drie is ‘n ontleding gemaak van die inhoud en implikasies van die landswet, hoër hofuitsprake en regsmenings om só enkele regsaanduidings vir die kerkherenigingsproses in die NG Kerkfamilie aan te dui, waaruit geblyk het dat die reg in Suid-Afrika die kerk sien as ‘n universitas wat in terme van die kontraktereg beoordeel moet word.

In hoofstuk vier is gepoog om die koers op die pad vorentoe met kerkhereniging aan te dui, en is aangetoon dat die NG Kerkfamilie in Suid-Afrika dringend aan die volgende sake aandag moet gee:

  1. Die uitklaar van ‘n gemeenskaplike belydenisgrondslag vir die herenigde kerk.
  2. Die uitklaar van die struktuur en regeervorm vir die herenigde kerk.
  3. Die uitklaar van die proses waarlangs kerkhereniging bewerkstellig kan word.
  4. Uitklaring oor die stoflike sake van die kerke by kerkhereniging.
  5. Uitklaring oor die RCA se aandrang op die behoud van sy eie identiteit.
  6. Uitklaring oor sake soos teologiese opleiding en die wedersydse erkenning van legitimasie van leraars, die naam, taal en oor liturgiese sake in die nuwe kerkverband.
  7. Laastens dat versoening in wedersydse verhoudinge van kardinale belang is.

Die huidige bril waarmee lidmate na die Belydenis van Belhar kyk, word grootliks bepaal deur die geskiedenis en die interpretasie wat die betrokke lidmaat aan die boodskap oor die Bybel en geloof heg.Die veranderde wêreld binne die NG Kerk begelei gelowiges om self te sien hoe God met elkeen van ons in die moderne wêreld praat. Lidmate se reaksie toon dat daar twee kampe bestaan, naamlik: missionêre isolasie of missionêre aanvaarding. In hierdie proses besef gelowiges egter nie dat die Belydenis van Belhar die enigste en eerste belydenisskrif van die NG Kerkfamilie is wat tans die sondigheid in die mensgemaakte strukture van ons samelewing aanspreek nie. Al die ander fokus op die individu.

Missionêre isolasie beskryf die Belydenis van Belhar as ʼn produk van die Teologie van Bevryding en beklemtoon die oorsprong ooreenkomstig die destydse totale aanslag. Die isolasie van Suid-Afrika wat nie die res van die wêreld en/of ander teologiese denke nodig gehad het nie, word in hierdie kamp uitgebeeld en verwoord. Hierteenoor het die keuse van missionêre aanvaarding so ver vooruit beweeg, dat die eerste kamp beleef dat die NG Kerk alreeds die Belydenis van Belhar onvoorwaardelik aanvaar het. Gevolglik poog hierdie artikel om die lidmaat te begelei sodat die sonde wat in die menslike en/of politieke strukture sedert die Twee-wêreldoorloë ingebed is, ook ontdek word. Nou kan die leser die teologiese ontwikkeling volg en self ʼn besluit neem. Sodoende word die Belydenis van Belhar nie meer ʼn stok waarmee die kerk en die geskiedenis geslaan word nie, maar die ontdekking dat God in die hele proses van Suid-Afrika betrokke is sodat die NG Kerk ook opnuut die voertuig is wat die Goeie Nuus uitdra. Terselfdertyd reageer elke gelowige volgens God se nuwe reëls in die wêreld sodat God se koninkryk ʼn werklikheid word. Onthou: Die waarheid van die geloof behoort aan die geloofgemeenskap (missionêre aanvaarding) en nie die individu nie (missionêre isolasie).

“Die afkondiging van ‘n “status confessionis” deur die Ned. Geref. Sendingkerk (NGSK) en die aanvaarding van die konsep-belydenis van Belhar (KB) moet as een van die ernstigste gebeurtenisse in die geskiedenis van die Ned. Geref. Kerk (NGK) gesien word.

Die ”status confessionis” het immers nie net betrekking op die veroordeling van apartheid as ideologie en politieke stelsel nie, maar dit is ook gerig teen die teologiese regverdiging van die beleid van apartheid deur die NGK, sowel as teen die wyse waarop apartheid na die oordeel van die NGSK die kerklike lewe van die NGK Stempel. In die bewussyn van die NGSK is die verbintenis tussen die NGK en apartheid so onmiskenbaar, dat die een saam met die ander onder die oordeel van God gestel moet word. Vandaar die beskuldiging van kettery aan die adres van die NGK. Die bedoeling van die KB is om spesifiek die teologiese en leerstellige dwalinge van die NGK soos die NGSK dit sien, in hierdie verband te veroordeel.”
